The Honourable Prime Minister, with characteristic gusto,
two weeks ago, on Friday 25th April, 2008, tabled and introduced into the House
of Representatives, the Belize Constitution (Sixth Amendment) Bill, 2008.
With an equally characteristic flair, he lauded himself: “These
are splendid proposals that the government is introducing and I’m not blowing
my own horn. This is the effort, this is the work of the government of Belize,
the Cabinet. But the truth is that these are fantastic proposals by way of
enshrining the reform agenda and I think all of us that are members of Cabinet,
all of us that are members of this party, all of us that are members of the
government of Belize can feel extremely pleased with the fact that we are
delivering so early on this fundamental commitment to the people of Belize.”

As we move towards May1st, we pause to observe the huge
dimensional global development that has changed societies of the world. It does
not matter from which point you look at it, it could well be through the lenses
of a third world country with social indicators of inequality such as ours, or
a pretentious first world player. Everything seems to be pointing in the same
direction at this time: to crush the concept protest and to stigmatize any
discourse that may vent the minimum social accent. We could blame the huge
transnational businesses in great part for having succeeded in propelling the
process of globalization over the years, with their objective to undo the
territorial boundaries which have achieved the dreams of Simon Bolivar, only in
the reversed. An America seemingly united but with unspeakable inequality,
influenced only to surrender their most valuable natural resources.

The saga of UHS continues to unfold, taking several twists
and turns. At every juncture I hope that the self appointed experts would
discuss what is at the heart of all the contention – our healthcare system –
and its proper administration.

“It is best to govern with the force of reason than with the
reason for force”
When Belize attained its Independence in 1981, we achieved
it with full sovereignty and territorial integrity. Presently our Constitution
guarantees every citizen of this country certain fundamental human rights and
civil liberties that no one should ever overlook or undermine.
