Social scientists have always advised that constitutional, political and institutional reforms do not occur in a vacuum or with a wave of the magic wand. Reforms leading to participatory democracy are not monolithic. Reform is only effective and durable when factors like the history, culture, socio-economic circumstances, the efficacy of the electorate and many other variables are taken into consideration. Yet it was long enough to cover all necessary ground and give us a better picture of what we have; where we are; and where we have come from. There weren’t hyperboles, or confusing big words. He did not need them. The evidence spoke for itself.
